A man stabbed and wounded three people in what authorities described as an “act of terror” at the train station in the Swiss city of Winterthur on Thursday before being arrested. The attack took place shortly before 8:30 a.m. The suspect, who was arrested five minutes after emergency services were alerted, is a 31-year-old Swiss-Turkish dual national who lives in Winterthur, regional police chief Marius Weyermann said. He had come to authorities’ attention in 2015 for distributing propaganda of the Islamic State group, Weyermann added. In recent days, he was taken to a psychiatric facility after calling the police emergency...

Guatemala’s President Denies Report Of US Deal On Anti-Drug Trafficking Strikes
Guatemalan President Bernardo Arévalo on Thursday denied the existence of an agreement with the United States to conduct anti-drug trafficking operations on Guatemalan soil. The comments come after The New York Times reported that the Central American nation agreed to carry out joint strikes. The case is the latest in ongoing tensions between the Trump administration and Latin American governments that seek to strike a balance between bilateral cooperation to fight drug trafficking and maintaining sovereignty. “There is no agreement. There is a request that falls within the framework of existing agreements in several countries,” Arévalo said at a news...
Australian Woman Held In Custody On Charges Of Traveling To Syria To Join Islamic State Group
An Australian mother of four was held in custody after she appeared in a court on Thursday charged with traveling to Syria and joining the Islamic State group. Rayann El Houli, 34, was arrested at her Melbourne home eight months after she returned to Australia via Lebanon with her children and another woman, police and her lawyer said. The arrest came two days after seven women and 12 children linked to IS returned to Australia from a Syrian refugee camp against the wishes of the Australian government. Three weeks ago, four women and nine children in similar circumstances returned from...
France’s Parliament Votes To Repeal Slavery-Era Black Code, With Tears And History In The Chamber
For nearly two centuries after France abolished slavery, the colonial-era law that classified humans as property has remained quietly on the books. On Thursday, the lower house of parliament voted to wipe it from French law. The National Assembly voted 254-0 — a rare show of unanimity — to adopt a bill repealing Code Noir, or Black Code, the 1685 decree King Louis XIV signed to govern slaves across France’s colonies. The law turned human beings into chattel, allowing them to be worked, beaten, sold, raped and murdered. And the realization that France never formally did away with it left...
A Chinese Dissident Is In South Korean Custody After A Perilous Escape By Rubber Boat
A Chinese political dissident is in South Korean custody after making a perilous escape from his country in a small rubber boat, officials and his friend said. It was his fourth known attempt to escape China, a risk he reportedly took hoping to be reunited with his family. Dong Guangping, 68, was aboard a 3.3-meter (10.8-foot) rubber boat in the waters off a western South Korean island on Monday night when he was detained by South Korea’s coast guard for allegedly violating the country’s immigration law. The coast guard sought a warrant to formally arrest him, but a local court...
